성명을 내고 “투표용지 부족으로 투표가 중단되고 유권자들이 선거 판세가 공개된 뒤에야 투표하게 된 것은 국민주권과 민주주의의 헌법적 가치를 훼손한 것”이라고 했다.

변협은 이번 사태가 단순한 현장 혼선이 아니라 선거 관리 전반의 부실을 드러낸 것이라고 지적했다. 변협은 “투표용지 수요 예측과 인쇄·배부 기준, 비상 대응 체계 등 선거 관리의 핵심 영역에서 중대한 문제가 드러났다”며 “국가기관의 준비 부족으로 국민의 헌법상 참정권이 침해된 것”이라고 했다.

변협은 중앙선거관리위원회를 향해 “단순한 사과로 끝낼 일이 아니라 외부 전문가가 참여하는 객관적 진상 규명 절차를 통해 원인과 책임 소재를 명확히 밝히고, 재발 방지 대책을 마련해 국민에게 공개해야 한다”고 했다.

중앙선관위에 따르면 이번 지방선거에서 투표용지 부족 사태가 벌어진 투표소는 전국에서 50곳에 달했다. 이로 인해 투표가 일시 중지됐던 투표소는 22곳이었다.
